For the base materials variable alone, you may list the provisions provided within QW-423 Alternate Base Materials for Welder Qualification:
QW-423.1 Base metal used for welder qualification may be substituted for the metal specified in the WPS in accordance with the following table. When a base metal shown in the left column is used for welder qualification, the welder is qualified to weld all combinations of base metals shown in the right column, including unassigned metals of similar chemical composition to these metals.
HOWEVER, please keep in mind there maybe and probably are differences in the F-Numbers used when welding all of those materials for which the Code allows some provisions within base metals. Also, purge may be a factor when welding stainless steel. You wouldn't necessarily use a purge when welding carbon steels however DELETION of purge is also an ESSENTIAL VARIABLE.
Simply put, you need to ensure ALL of the ESSENTIAL VARIABLES for perfomance qualification are met and it's doubtful they would be.
