Dear all,

i have a discussion with an PED inspector about my calculation for a pressure vessel.
We have calculated our vessel to ASME VIII Edition 2010 and created the calculation at 26.09.2011!
The PED Inspector wrote following to me:

Actually the drawing and calculations could have been done on earlier year. Does not matter the year when the drawing and calculations are done but the fabrication year , which is 2012, which requires 2011 Addenda, issued on July 1st 2011 and became mandatory at January 1st 2012.

I think that is wrong because if a customer wants a pressure vessel with a ASME VIII Edition 2008 Addenda 2009 calculation, we have also to calculate it with past requirements, does not matter when the vessel will be fabricated.

Am i right or where can I find something about that in ASME VIII??

Thanks for your help.

The Edition/Addenda depends on the date when the pressure vessel has been ordered. Provided the order entry happened in 2011 you had to carry out the design calculation according to 2010 Edition/ no Addenda. In the case that the pv has been ordered in the second half-year of 2011 it would be possible to take the new, not already mandatory 2011 Addenda, if the user agrees.

However, in your case he even asked for an old Edition and got an additional design calculation. You are right. The year when the fabrication is finished does not matter.

Thanks for you answer.
I hope if I tell him that i do not want to change the calculation/drawings to 2011 Addenda he will accept it.

In fact you can´t change the Edition/Addenda and he can´t ask you to do so. It´s stated in the Foreword of the Code:
Code:
After Code revisions are approved by ASME, they may be used beginning with the date of issuance. Revisions, except for revisions to material specifications in Section II, Parts A and B, become mandatory six months after such date of issuance, except for boilers or pressure vessels contracted for prior to the end of the six-month period.

To make it absolutely clear please refer to Interpretation VIII-1-95-29
Code:
Subject: Section VIII, Divisions 1 and 2 (1992 Edition, 1993 Addenda); Foreword, Table W-3, Note No. 13, and Table I-220, Note No. 12
Date Issued: January 12, 1995
File: BC94-502
[...]
Question (2): What Edition and Addenda of the Code is to be recorded on the Manufacturer´s Data Report Forms?
Reply (2): The current mandated Edition and Addenda of the Code at the time of contract between the user and the manufacturer
[...]

That´s it.
