Hello experts

We are in process of shell replacement for a column and floated enquries that we need "R" stamp for the repair job.
We have approached by some company which is having "R" stamp certification.But they do not involve themself in repair job.
Repair job is performed by there partner.Is the "R" certifcation valid for this Job.
Also the faclity using for this fabrication is not the same it is of there partner company in differnt place.

Are you the Owner of the column needing repair? Depending on your jurisdiction, most likely you will need to employ a company that holds a current, valid "R" stamp certification to perform the shell replacement work on a pressure vessel.

That company cannot sublet the work out to another company that does not hold an "R" stamp cert.

As a Owner/User (in Oregon) your company may perform R Stamp work with its own employees as long as its welders are currently qualified to the code of construction, have WPS & PQRs and a Quality Control Manual in place AND has been approved by your AI.

You should consult with your AI on how to proceed.

R-stamp requirements are established by the Jurisdictional Authority at the PV installation location. In all states of USA it is a requirement, as far as I know. You may check at the NB Synopsis:

In addition, in Oregon the repair organization needs to apply for a repair permit at the Jurisdiction (Boiler Program/BCD/DCBS in Salem, OR).

Anyway, if you have a question, call the Chief Boiler Inspector.

Keep in mind that even in states without a pressure vessel law, like Texas, insurance companies may require the NBIC and an AI be used on all Code vessel repairs.

In Oregon, the company performing the repair shall have a "R" stamp certification and apply with the state for a repair permit. Also Oregon requires that fitters/welders have the applicable Class 4, 5 or 6 license to perform such work, (I hold a Class 4 & 5 since 1988). These licenses require 24 hrs of continuing education within 3 yrs and a fee of $112.00 every 3 yrs.
