Is it the painted on weld joint (RT joint) can make an effect on the RT film?Tq

Yes.

Remember that Konrad Röntgen when researching the X-Rays was puzzled that the lead-containing paint of his door was absorbing radiation? The story tells that he ripped the door into pieces to find out.

I commit, the effect of usual paint is negligable.
