The only time may required re-testing if you lost the material traceability to the CMTR otherwise CMTR is sufficient and of course your supplier has to be on your approved supplier's list.

"re-testing" is usually not required by Section III.

Proper CMTR according to NCA-3860 issued by the Material Organisation (either qualified by the N-type certificate holder, or Accredited by ASME) is required.

If the material is not furnished by a MO, the Material is considered "Unqualified Source Material" and shall be utilized as per NCA-3855.5. This paragraph required full re-testing, and also the issuance of a CMTR by the MO, or the N Certificate holder. There we are again in NCA-3860.
