Hi Fred,
in my opinion, after the previous certificate has already expired, we are talking only about a NEW certification. There is no renewal in this case. A renewal would mean you have no brake between the 3-years certification periods.
Therefore the company has to apply for new certificate with the current location only.

thanks. but the company was just moved from one place to another place, nothing changed except for the address, and they prefer to renew the certificate, so i assume renewal is acceptable.

Formaly they can not renew the certification because they have given up the stamp in January 2011.
Practically it is a renewal as the company knows how to prepare for the JR and how to deal with ASME jobs.

Anyway, now they should apply for new certificate with the current location.

Hi Fred
They can apply for a relocation review first, which can be done by the AIA on behalf of ASME, if certain conditions are met, ie., within the same jurisdiction, same AIA as current location, etc., etc.

Of course they could also request an early renewal Joint Review of their certificates by ASME at the new location.

This is from FAQ on ASME's website

Q: I am relocating my Shop facility (currently listed on the ASME Certificate of Authorization) to a new location. Do I need an ASME relocation review at the new shop facility in order to have my ASME Certificate of Authorization revised to show the new shop location?

A: Where there is no change in jurisdiction or Authorized Inspection Agency (AIA) and the distance involved is small enough to ensure that there are no changes in upper management or QC personnel affecting the company’s quality Control Program have occurred, an ASME review may be replaced by an audit by the Authorized Inspection Agency of Record if the relocation is within the same jurisdiction. Certificates Holders who are relocating within the same jurisdiction should contact ASME at ca@asme.org if they wish to have an AIA audit conducted in place of an ASME review.
