I need help determining what kind of shop can perform a non-code vessel repair. This is a heat exchanger in which the headers were not origninally "U" stamped. Some of the tubes were damaged and need to be replaced. Since there is no "U" stamp, can any shop do the repair? or Does it still need to be National Board "R" registered shop?

If R stamp is required only Nat'b Bd R stamp-hoders can do it. Otherwise it is a matter of agreement with the Client who may be guided by local authority.

We (as the Client) did not specifically request an "R" stamp on the repair. But want to know if it is ok for a shop "without" a stamp to do the repair. Otherwise, does it always have to be an "R" stamp shop that does repairs? Thanks for the help.

R stamp cannot be applied by those who do not have it.
R stamp is issued by National Board. Usually after an ASME Joint Review, together with an ASME stamp U or S.

What is still not clear to me is if the repair be performed given that an "R" stamp will not be applied. I really appreciate the help. The shop offering to do the repair is not registered to the National Board and does not have any stamps. Given that this unit was not originally stamped, I wonder if it is ok for this shop to repair, or do I still need to go to a certified shop with an "R" stamp. Thanks for the time.
