Dear Mac,
The minimum specified UTS means the UTS that is "specified" in the product specification & for your case it is 70 ksi that is specified in the production specification SA-516 of II-A. I have copied here under an interpretation that stops you to use actual UTS mentioned on your MTC, although the interpretation does not exactly fit to your case yet it shows the intent of the code.

Question: Is it mandatory for Section VIII, Division 1 applications to use the allowable stress values required by UG-23 or may actual yield and tensile values be used to establish higher allowable stress levels?
Reply: The allowable stress levels indicated by UG-23 are mandatory and may not be exceeded for Section VIII, Division 1 construction.
