As per customer ITP, in lieu of HIC Plate, they need SA 516-70 Normalised, Vacuum Degassed and Fully Killed Plates. I received the MTR with Normalized and Vacuum Degassed condition, along with all other chemical restrictions in order.

But, I could not see anywhere on the MTRs that plates are fully killed.

If the plates are Normalized and Vacuum Degassed then also we need to have those plates certified as Fully Killed?

And what is the technical interpretation of Fully Killed plates?

Mac,

Killing of steel is defined in SA-20. Vacuum degassing satisfies full killing.
