I need to know sa106 B material heat treatment normalised holding time.

See Section II Part A.
It says SA-106 Pipe may be cold finsihed or hot finished if the size is NPS 1.5 or lower.
If size is over NPS 1.5, then it is a mandatory requirement of Section II part A that pipe shall be hot finished but if purchaser still asks for cold finshed , manufacturer of the pipe can supply clod finished.

further hot finished pipe needs not be heat treated. Cold finished pipes needs be heat treated at or above 650C. The holding time is not given by Section II Part A, it is a good engineering practice that holding time should be 1 to 2 min/mm that means if the nominal thickness is 25 mm, holding time shall be 25 min to 50 min.
