SB-171 Table 2 thickness tolerance.

I have a question about note (A) in SB-171 Table 2 thickness tolerance.
Im concerned about note A When tolerances are specified all plus or all minus double the value given.

My material is .187 thick C61400 from a 48” wide piece.
Correct me if this is wrong
.187 thick C61400 is 25% greater than value given in table 2, so that makes it .015.
My question is Note A When tolerances are specified all plus or all minus double the value given.
Where would it be specified all plus or all minus, are the values in table 2 all plus, or all minus, where does note A apply?

Purchase has to specify all plus or all minus or plus and minus. Once purcahser specifies the tollerances, plate manufacturer shall observe those specified tollerances.
To specify the tollerances, it is purchaer's responsibilty, please see clause 4.1.6 of SB-171.
