We could find the upper temperature limits of materials in Sec.II Part D, but where could we find the lower temperature limits for materials in the code.How to select the material depending on the lowest ambient temperatures.

The lowest temperature is addressed in UG-20 (f), the MDMT.
MDMT can be as low as you want, provided the impact test results meet the Code.

Lower temperature limits (aka "rated" MDMT) is a function of the material specification, heat treatment condition, product (plate forging,etc) and thickness (amongst others) and more so in the case of carbon steels (see UCS-66). Thus there is no simple method to define the lower limits and it will vary from case to case.

Typically,carbon steels can are used upto a temperature of -45 deg C with impact testing as required.

For low temperature applications, stainless steels unlike carbon steels are not suceptible to reduction in notch toughness at low temperatures are are therby involve in cryogenic applications.
