Question 1:
May an N-type Certificate holder subcontract the testing of welding procedure test specimen to a company not qualified by survey and audit of their Quality System program, as permitted by Section IX, QW-201?

Question 2:
A company applying for the new issuance of an ASME N-type Certificate has got qualified WPSs on file. The testing required for the qualification was performed by a subcontracted company neither holding an ASME Certificate nor qualified by Survey and Audit.
May the company applying for a new N-type Certificate use welding procedures qualified earlier per Section IX, QW-200, also for Nuclear Fabrication?

Any opinions out there?

See previous question of De. 19. My answer was:

This matter has been discussed during last Survey.
Answer was not immediate, I undertood the problem was never raised before. The conclusion was in accordance with your first statement:
"This is a subcontracted service, consequently the test lab shall be qualified for this testing".

The opinion I've received from a few members of ASME is that this is a commercial, not a nuclear activity since it falls strictly within Section IX. The topic came up when I asked about using nuclear material for PQRs versus commercial material.
