Tell, what value pressure in vessels (minimum and maximum), is embraced by rules in Section VIII, Division 1 :?:

15 psi minimum
3000 psi maximum

if you go above 3000 psi then you must be more cautious beyond the code.
if you are below 15 psi,then you may construct & stamp the vessel under Division 1.
