1. For pressure vessel CONSTRUCTED in accordance with Section VIII-1, Third Party inspection by an AUTHORIZED INSPECTOR is a requirement of paragraphs U-2, UG-90 and othrers. For vessels DESIGNED to ASME Code, there is nothing specified about inspection, and third party.
2. The AI shall be employed by an AIA, which is an Inspection Agency qualified according to ASME QAI-1 and accredited by ASME.
3. The role of the AI is to verify that the Manufacturer has built the vessel according to ASME Code rules. See UG-90 and Appendix W, the certification statement on the MDR forms.
4. In my view, the Certify Authority sounds like the Jurisdiction at the place of installation, Third Party is somebody neither the Manufacturer nor the Purchaser. Can be the AI, can be any other party as well.
5. Purchaser is the 2nd party. Also an inspector contracted by the purchaser is actually 2nd party.
