You can design it according to SecVIII-1. You can buy materials, identify them, you can qualify welders/procedures, you can fabricate your stuff, you can test it, and you can do other things as they are required in SecVIII. But you can't call an AI and you can't issue an MDR. Which are required by SecVIII-1 ! So, as long as your customer accepts meeting SOME requirements and failing SOME other ones- the answer is yes, you can. Depending on where you are located and where your pig trap is going to be installed, you might find yourself having to conform to some engineering code when building/utilizing a pressurized equipment, because of your/your client's local law. Forget about ASME then- find some other code, which you are able to follow in its entirety. Or get certified...
