UG-32 (b)

I have question about UG-32 (b) why code has asked for this condition

Code:

(b) The thickness of an unstayed ellipsoidal or torispherical
head shall in no case be less than the required
thickness of a seamless hemispherical head divided by
the efficiency of the head-to-shell joint.

Since Hemispherical dish ends are always low thickness then Torri & ellip.

Pl . help me to clear my doubt.

I GOT AN ANSWER FROM OUR A.I.

IF VESSEL DESIGN WITH JOINT EFFICENCY 0.7 OR LESS THEN IN SOME CASES
ELLI. OR TORRI. DISH HEADS FAILS FOR THIS REQUIREMENT.
