Dear All
Both fr1 and fr2 strength reduction factor values in UG-37 are Sn/Sv.

My question:
Is there any difference between two values?

Value of fr2 is Sn/Sv.

Value of fr1 depends upon how the nozzle is attached to the vessel.
see definition of fr1 in both cases.
Code:
fr1 = Sn /Sv for nozzle wall inserted through the vessel wall
fr1 = 1.0 for nozzle wall abutting the vessel wall and for nozzles shown in Fig. UG-40, sketch (j), (k), (n) and (o).
The difference in their use is that fr1 is used for non-reinforced opening only.
while fr2 is used in both.
