UHX 13.5 Calculation Procedure for Fixed Tube sheet thickness indicates for "Loading cases 4, 5, 6 & 7: hg'=0"

Can someone please explain why the effective tube side pass partition groove depth (hg') to be considered as zero for this differential thermal expansion loading cases i.e. Loading cases 4, 5, 6 & 7 alone.
