We have to design a steam header in accordance with Section VIII-1, would steam header be considered as "unfired steam boiler" so that requirements of UW-2 may be checked?

You mean steam drum, I presume. It can be built to Sect.VIII Div.2, in which case ha special category Unfired Steam Boiler, see UW-2. Yes.
Please read CC 1855.1
Only part quoted here:
When any steam drum is not an integral part of the
unfired boiler it shall be constructed in accordance with
Section VIII, Division 1, including UW-2(c) or in accordance
with Section I.

Dear Sir,

Thanks for replying.
I am not talking about steam drum rather it is steam header that is a vessel where steam is stored.
Boiler is in accordance with Section I, BEP in accordance with B31.1 and then there comes steam header. Client wishes steam header (a storage vessel for collecting the steam from the boiler) in accordance with VIII-1.
My question is, Now would this header be considered as "unfired steam boiler" when applying the rules of UW-2(c), UG-116(c) etc.

Dear Leem,

U-1(g)(2) deals with the vessels in which steam is generated, the vessel under discussion is just a vessel to store the steam. Steam is generated somewhere else, so I believe U-1(g)(2) is not applicable clause to this vessel.

Dear Konard,
A boiler where nothing boils inside?
It is a vessel to store the steam coming from different boilers.

Yes, it is not a boiler. It is a distribution header i-e a vessel that first clooects the steam from different boilers and then distribute to diferrent processes streams.
I was looking for UW-2(c) requirements only because of the reason that it is not boiler but part of the boiler system.

Steam header design either with piping code or ASME VIII depends on configuration and requirement, it is not belongs to Boiler Code see B31.1 figures for the limit of jurisdiction.

It is a common Pressure Vessel containing steam. Nothing special.
