Does any ASME piping code specify that the first two welds by any welder

need to be radiographed as qualifying shots?

If so, would that be per welder, per procedure?

Para 341.5.1 (c) of ASME B31.3 states Progressive Sampling for Examination per per procedure (or similar kind of joints)

I thought it was just the first weld, and the type of fittings used were limited also.

QCMike,
There are no requirements in the ASME codes for the first two welds to be radiographed.
Generally this requirement is found in contract specifications.
The first production weld may be radiographed as an alternative for qualification as permitted in QW 304.1,
