What is Weld to Weld minimum distance required according to ASME Code? I have to Weld Stiffners to the Vessel....

Guidelines for attaching stiffening rings are as per UG-30.

There is no requirement. You can weld your stiffeners on long. and circ. welds, provided they are ground flush.
