The job we are currently doing requires welding of 18 - 15 mm 316 L plates using root pass of SMAW and FCAW for subsequent layers. However we do not have a PQR in 316 L for such a process, but have individual PQRs for either process. Is it possible to perform a WPQ for both the processes by combining the two PQRs?

I understand last sentence should be read :
Is it possible to perform a WPS for both the processes by combining the two PQRs?

If so, the answer is yes provided all the essential variables are covered.
