Hello ,

What is the requirements (qualification) of person who prepare / issue the wps & pqr for plate and pipe welding in differerent thicknesses ,
diameters & positions .

But more seriously: He/she should be the one that is listed in the organisation chart in the Quality Handbook as the one who is supposed to do it. Although it is not written black on white in 10-9 of Appendix 10, but the ASME Team Leaders during Joint Reviews tend to state that anything they say is derived from Appendix 10, so better don't argue against it.

As I see it, the question is about the qualification of the preparer of the WPS / certifyer of the PQR.

The Code does not require a particular qualification.
It is just as you replied:

The WPS&PQR is the responsibility of the company MAKING the weld, e.g. the vessel manufacturer. Consequently the CEO of the company is responsible. Most CEOs however designate the duty to a Welding Engineer, assigned to sign and maintain the documents.

The CEO could assign the teaboy to sign these documents, but the next audit will be real interesting.

Good answer. I recently tried to find some clause within ASME IX + constructing codes and, quite simply put, it's as stated.

Simplified; any person who is authorized by the company.

The point is, the BPVC doesn't require the person to be authorised. It doesn't even require it to be a person :-)

akonrad,
Up until the 2006 Addenda QW103.2 required certification to be by signature, it has now been revised to allow certification of WPS or WPQ by signature "or by other means."
Therefore prior to Jan 2007 a "person" would have had to certify the documents, after Jan 2007 a "non-person" is able to sign them. :D :D
